Homologation
The conformity control of tractors, trailed vehicles, and working machines in the Republic of Serbia has been performed by the Laboratory for Power Machines and Tractors by order of the Road Traffic Safety Agency since 2016. Over the past period, conformity control was performed for over 1,500 new vehicles, and cooperation was established with over 50 companies, importers of tractors, tractor trailed vehicles, and working machines.
Vehicle conformity control (homologation compliance) is a procedure carried out prior to import customs clearance, which determines that the parts, assemblies, and devices of the vehicle have been tested in accordance with ECE regulations or EEC/EC directives, i.e., EU regulations in force in the Republic of Serbia. The purpose of conformity control is to check the structural and safety characteristics of the vehicle and the homologation documentation, which at the time of import or placing on the market in the Republic of Serbia complies with homologation regulations. By inspecting the homologation documentation and homologation markings on the vehicle, it is determined whether the vehicle meets the provisions of the homologation regulations. The complete procedure of vehicle and documentation conformity control in the Republic of Serbia falls under the jurisdiction of the Road Traffic Safety Agency. The conformity control procedure is part of the customs procedure, so it is completed prior to customs clearance, registration, and placing the vehicle on the market.
Conformity Control Procedure
The procedure for conformity control of new tractors, tractor trailed vehicles, and working machines takes place in several steps. The vehicle importer submits an application to the Road Traffic Safety Agency for the issuance of a certificate of compliance with homologation regulations, clearly indicating that these are new vehicles and whether it concerns:
- Issuance of a certificate for vehicles requested for the first time (new type);
- Extension of an existing certificate;
- Prolongation of the validity period of an existing certificate;
- Granting approval for the use of documentation for another importer.
Along with the application, complete homologation documentation is also submitted. Upon receipt of the application and documentation, the Road Traffic Safety Agency sends an order to the Laboratory for Power Machines and Tractors for the control of the documentation and the representative of the vehicle type. The Laboratory contacts the importer and schedules an appointment for the inspection of the vehicle type representative.
Following the inspection and control of the documentation and the vehicle type representative, the Laboratory prepares a report on the conformity control of the documentation and the vehicle, based on which the Road Traffic Safety Agency issues a Certificate, which is necessary for the further process of customs clearance and vehicle registration.
